Downgrade or cancel?
A downgrade is almost always the better of the two if you no longer want the fee. Cancelling removes the account's credit line from your utilization and eventually drops its history off your report; a product change keeps both, and you land on a card with no fee to justify. The one thing a downgrade will not do is earn you the new card's welcome bonus — that requires a fresh application, which is a different decision with a different cost.
American Express's own rules: Amex product changes generally require 12 months on the card and keep your Membership Rewards balance only if the new card also earns Membership Rewards. Downgrading to a card in a different currency (for example a Blue Cash card) means the new account no longer earns Membership Rewards, and any MR balance is at risk once you hold no MR-earning card. Amex does not give a welcome bonus on a product change.
